Making the case for clearing sidewalks first
In many places in Sweden, they do that. Why? Because they looked into who was most affected by snow and realized it was disadvantaged women. So in order to make life easier for them, they reversed the snow-clearing order.
Obviously this wouldn’t be a popular initiative in Canadian suburbs, where people don’t walk very much except maybe to school, but in high-density areas closer to the centre of town, maybe that would make sense?
